Tom explained it perfectly.

I try to catch as many Watford games as the internet links allow me to, but this personal fan blog site I found a couple months ago really gives me a local perspective on the team: http://www.hornblogger.com/

This post from the last couple of days sums up the feelings in Watford for the Russo's:

The surprise wasn't the debt, it was Russo suddenly resigning from the board and demanding his millions back within two days. Apparently he is holding off for now, which will be a relief for all.

Can't see why so many people are claiming to be surprised, given the local Watford press were claiming WFC were in serious financial doodoo in July *2008*. Administration was widely predicted before the end of the 08-09 season and since then nothing has happened to suggest the problems had gone away. The only surprise this season has been the good form of WFC's unremarkable side - most observers had them down among the dead men.

I am as surprised as anyone at Watford's plight and even as a Reading fan, it would give me no pleasure at all to see them deducted ten points. It would seem that the root of most club's financial problems is the current level of wages: a situation that is particularly acute for clubs who have had fleeting spells in the top flight. The likes of Watford, Reading and Burnley stood shy of spending much in transfer fees during their Premier League sojourns, but would have to have upped the financial terms for their squads by considerable amounts.
