I haven't got any first-hand information about this issue, so I can only tell you about what I found online (I have an article about it that would clear a lot, but it's 200km away now). Poznan agreement was signed in 2004 at an unofficial meeting by biggest Polish firms (over 30 present that day, rather about hooliganism than ultras), only Cracovia and Wisla didn't sign it of all the major clubs. In the following months many smaller groups joined it. However, I've heard it's not executed strictly any more (of course the only way of executing it is obedience by all those who signed it, no higher instance). Still, it's the only set of rules that many groups follow.

Most important issues covered by this "document" are:
1. Fighting. Firms don't use weapons while fighting, fists only.
2. A ceasefire for national team games is set. Fights (if any) are supposed to take place far from stadiums and only if both sides agree to fight. Enemy groups may hang flags with their city's or club's name, but only if it's a national flag, in Polish colors.
these are most important rules I remember now, I'll try to get more on that this week.</description>

historyman- it's hard to say without a doubt, but I think you were just unlucky. Interest in football is huge. Millions were applying for Euro2008 tickets, the (widely understood) fanbase of Wisla Krakow alone was estimated by German analytics at around 6,5 million people, football games of Poland have top audiences on TV. There is surely no bigger sport in Poland.</description>

Just a question on a related issue: There is a large Polish diaspora in the town where I live, yet when you get chatting to some of the men folk very few of them seem to like football. I've had the same experience when talking to Poles in other towns. Is that symbolic of the country generally? Does the 'average' man in Poland have little interest in football as a whole?</description>
