The infrastructure challenges (especially in terms of travel links) are extremely daunting, as highlighted by the fact that there was another fatal plane crash in Sao Paulo the other day. The "need" to keep the US and Mexico in reserve for such an eventuality may well have an impact on the 2018 decision.
